近几年很多欧美国家都纷纷积极投资本国的赌城博彩业从而缓解金融风暴带来的经济压力。可是当他们的运营操作涉及到博彩业的时候，欧盟法却显得无足轻重了，很大程度上是被忽视的状态。还有很多欧洲国家对博彩业不是完全的禁止就是完全的垄断，发展很不均衡。然而从今年开始，一些国家都开始采取措施使自己的行为慢慢符合欧盟法。希腊ZF决定对网上博彩业进行改革并将在这周三就此事举行会谈，立法者声称新的在线博彩业法律条规将会在2011年年初颁布，这将使得希腊博彩业的运营更加符合欧盟法。

4 H, p3 a. {* F* b1 R就目前来看，希腊将不会再对本国的在线博彩业进行打击，相反的，它们还计划取消从一直以来不准人们参与老虎机Dubo的禁令。从2002年开始，老虎机开始在希腊被取缔，但是OPAP(希腊足彩博彩机构，目前在希腊是垄断经营，主要经营体育赛事投注和彩票游戏)无视这一禁令，公开向人们提供老虎机的投注，从而遭受到了巨额罚款的噩运。

然而当希腊决定打开博彩市场的时候，很多国家却试图打击博彩业。葡萄牙最近从欧洲共同体、欧洲委员会那里赢得了颁布取缔博彩法令的权益，从而抑制本国暴力犯罪的增长。塞浦路斯也想获得同样的权益。但是结果将会在明年3月揭晓。美国ZF也在尽最大努力取缔Dubo，但是关于在线博彩业，美国还是拥有全世界最广阔的市场，在那里有数不清的扑克玩家。与此同时，美国保守党派与自由党派之间就颁布取缔Dubo法令的问题也一直在争执不休。
