[b]田广观点1：谁在买彩票?[/b]
( g# G8 F9 ?) p+ l! V 之前有过调查，显示天朝彩民八成为男性中低收入者。而从笔者实际观察，与这个调查十分吻合。不管是广州还是深圳，工业区，城中村附近的彩票店均销售十分火爆。一是这些地方人流本身大，但是仍然可以侧面证明，买彩票的大多是中低收入者。

我们必须知道，在天朝，普通公民缴纳养老金的费用占工资的28%，而公务员无须缴纳。但退休后，公务员退休金却是普通职工3倍，实际上他们的高退休金是由普通职工等纳税人埋单。在在医疗报销上，普通老百姓与公务员更是天上地下，公务员不管是在职还是退休后看病均几乎不花钱，而农民工看病的报销比例仍然较低。% y1 t4 ^7 I/ n$ S4 z2 X0 o

其实，不仅仅买彩票的人大多是低收入者，而且低收入者因为资金有限，后续资金不足等原因，往往中奖也比有钱人更难。投入占收入比重大，中奖率低，使得低收入者更容易成为彩票的纯贡献者。而彩票公益金入社保，低收入者与精英阶层享受到的实际社保金额存在较大差距，这就使得低收入者成了对社保基金贡献大，收益少，是典型的劫贫济富。+ m4 R0 Q0 M, S8 i
[b]呼声：维护社会公平，谁的钱用在谁身上[/b]
- g# L! ~* [: V7 g+ ^ m. M' y 既然购买彩票的大多是中低收入者，那么，彩票公益金入社保，能不能也区分对待，80%的公益金入社保后用于农民工、普通工人等低收入人群的养老、医疗保险，而20%的公益金如社保后用于公务员、领导干部的养老、医疗保险，这样才能保障社会公平。如果做不到，还是觉得公益金不要入社保好。既然公益金用不完，发行费可以降下来，为什么不想着提高彩票返奖率呢?这样做更能令人信服。 |
