社会保障基金与广大市民的生活息息相关，同时也为社会保障事业提供了强大的资金支持。体育彩票作为国家公益彩票，一直以来都将“来之于民，用之于民”的宗旨付诸行动，包括体彩公益金在内的中央彩票公益金60%划入全国社会保障基金，成为其重要支持。

2000年8月1日，国务院设立全国社会保障基金，同时成立全国社会保障基金理事会，负责投资管理社保基金。全国社保基金资金的主要来源有中央财政预算拨款、中央财政拨入彩票公益金等。据介绍，中央彩票公益金是财政拨款的重要组成部分。从2002年开始，中央财政每年都分配部分中央彩票公益金给全国社会保障基金，用于补充社会保障基金的不足。至2011年底，中央财政性资金向全国社保基金累计拨入4920亿元，其中，彩票公益金就高达903亿元。十年间，全国筹集的彩票公益金达3287.81亿元，有27.5%划入了全国社保基金。仅2011年就拨款172亿元，占当年拨款总额的35.61%。另外，据《2012年中央本级ZF性基金支出预算表》显示，2012年预计支出的中央本级彩票公益金中，用于补充全国社会保障基金的支出高达241.26亿元。

目前，全国社会保障基金资产规模已逾8000亿元，比建立初期增长了10倍，实现了“保值增值”。其中，体育彩票公益金作为重要的基础资金，成为全国社会保障基金的坚实后盾。体育彩票在销量日益增长的同时也为人们谋得更多的福祉，为社会保障事业增添更强大的动力。 |
