瑞士是即开型彩票的发源地，20世纪30年代发行了以折叠形式把号码封在彩票里面，购买后撕开兑奖的彩票。瑞士鼓励发行彩票，虽然联邦内各州的条件不尽一致，但大多数州规定对彩票销售额的净收益和中奖者获得的奖金均不纳税。例如《法语区彩票第八次公约》(1986年6月20日制定)中规定：本公约的各签约州根据本州自愿同意在各自境内经营“瑞士法语区彩票”，其净收益用于各签约州的公益与慈善事业。
