渭南新闻网讯(记者 张绚丽)交3800元钱就能中大奖?8月25日，市民赵女士“幸运”地捡到一张“北京福彩3D信息中心VIP会员卡”，卡上印有近期的福彩3D中奖号码。她原以为碰上天上“掉馅饼”的好事，没想到差点落入早已挖好的陷阱之中。记者采访发现，这是一种以提前透露彩票中奖号码为诱饵的骗局，骗子故意丢失会员卡，等待诱饵上钩，骗取钱财。市福利彩票中心温馨提醒：福利彩票公开透明，不可能提前知道中奖号码，千万不要相信所谓的内幕消息。8 V( q T9 i' e$ |

8月25日上午，市民赵女士在自家小区附近的一家商务酒店门前，捡到一张会员卡。! d v0 h# O0 Z6 o$ m+ j- f. B' N
该会员卡用透明塑胶皮套包裹，皮套里除装有一张 “北京福彩3D信息中心VIP会员卡”外，还有一张印有“天朝福利彩票3D信息中心内部收款”字样的收据，落款为8月23日。
- }( p, f' O% c4 @ 其背面写有温馨提示“1、本会员卡有证明本中心会员及法律效力核对的主要依据;2、本卡有效期为六期，限本人使用，严禁向外透露本卡内容……”共计五项。同时，提示下方写有“3D自2011年第170期至第175期的中奖号码”。并留有显示为北京地区的咨询热线和监督电话，会员价3800元“准确信息，放心下注”。0 N5 a6 Q1 _$ Q1 E' O3 S2 j
赵女士说，她几乎没买过彩票，拣到那张会员卡后，还窃喜了一番，告知家人后，才知道是一场骗局。
' f0 R; C3 f4 Z) S( _8 {8 s 有同样遭遇的还有市民张先生。“6月份的一天，我也捡到了一张北京福彩3D信息中心VIP会员卡，当时差点相信了。后来我从网上查询，发现有很多信息提示这是骗人的。”

* ?1 k) ~6 j6 D 8月26日，记者采访了市福利彩票发行中心市场部李文龙部长。他透露，他最早接到关于“会员卡”的咨询是在4月份，最多的时候一天有5起。. u" O# l* ^, u2 R; }' X
李部长说：“这是一种新的诈骗方式。以前有通过互联网发布这种信息的，现在骗子故弄玄虚，把会员卡‘扔’在地上，看似不小心丢的，用来伪装骗术。”此外，据其所知，“北京福利彩票3D中心”根本就没有，天朝福利彩票发行的所有彩票开奖公开、透明，根本就无法预知中奖号码。
