彩票公益金法援27880件今年资金发放将速度

近日，天朝法律援助基金会公示2011年中央专项彩票公益金法律援助项目第六批(2011年最后一批)案件办结及补贴发放情况。据公示显示，2011年第六批法援共办结案件4556件，发放补贴702.745万元。至此，2011年全国彩票公益金法律援助项目全部实施完毕。; u; @% B! r: y
四川最高办案1409件
) E r' I% y* d7 X0 A- w" ^2011年作为中央专项彩票公益金法律援助项目实施的第二年，全年办结案件27880件，较2010年办结的27417件，多办结案件463件。
" R& {0 \5 b+ J9 R9 g; d! T据公示数据显示，第六批办结案件数最高的地区为新疆维吾尔自治区，共685件，受助金额100万元;受助金额最高的为贵州省，总金额100.55万元，办结案件673件。. n+ p& s! p( K
就全年情况看，办结案件数最多的为四川省，共办结案件1409件，山东省和安徽省依次位居第二和第三位，分别办结案件1360件和1317件;受助彩票公益金金额最高的为安徽省，总计260.1万元，山东省和辽宁省依次位居第二和第三，分别受助金额为259.65万元和236.18万元。; F6 x$ H# M; U1 x- d
就受助金额多地区不一定办结案件多这一现象，天朝法律援助基金会彩票办公室相关工作人员解释，“因为案件补助金多少是有审核发放标准的，要看每个案件的大孝案件所在地区经济水平以及案件类型等因素而定。”该工作人员介绍说，法援案件分为民事案件和刑事案件。而目前该项目法援案件多为民事案件。“民事案件的补贴费用相对刑事案件较少。”
k. c1 |' t% @2 q1 v2 d“随着中央专项彩票公益金法律援助项目的实施，已有越来越多的人得到法援帮助，也有更多的人群希望通过彩票公益金法律援助来维护自己合法权益。”上述工作人员表示，为此，2012年财政部划拨给该项目使用的中央专项彩票公益金数额，也由原来的5000万元增为1亿元。: d* M: u8 D4 ]( y( C
提高案件审理速度2 v6 T/ G9 a, L3 W2 e
另据天朝法律援助基金会彩票办公室相关工作人员透露，进入2012年，基金会发起并正在为全国各地法援项目实施单位进行培训，内容涉及根据《中央专项彩票公益金法律援助项目实施与管理暂行办法》讲解项目实施要求以及实施人员的管理;办结案件上报和补助金申请流程等方面。, ^& u! E% ~# q' K# z/ P
通过培训，天朝法律援助基金会将从各地的法援项目实施单位中选拔出一批优秀的、有经验、有实力的知名律师参加到中央专项彩票公益金法援工作中，为项目实施增加新的力量。* Y' b, ~5 [% W, u$ [8 X; r: E' D& \
上述工作人员表示，此前，中央下拨的用于2012年全国法援工作的一亿元中央专项彩票公益金，大约将于2012年3月份开始发放。“因办结案件需要一定时间，办结后才能上报给天朝法律援助基金会，申请办案补贴。”
: k% ?0 U: N; C. Q该工作人员还透露，今年将会进一步提高案件审理速度，做到资金不拖延及时发放，每办结一个案件，律师就能领取到一份案件办理补贴。 |
