6月2日，北京师范大学国家彩票发展研究院成立，民政部原副部长、天朝社会工作协会会长徐瑞新出任院长。据介绍，该院将招收彩票硕士生。有专家称，近来天朝彩票以超25%的速度增长，从业者超百万人，但人才匮乏、从业者素质偏低，并且几乎没有培养此类人才的机构。（6月3日《京华时报》）" @2 V* S: m# f) \% `2 Y+ l' Y2 @
从彩票游戏本身角度说，彩票中奖号码是随机摇出，纯属偶然性，并无科学和规律而言，所谓的有关彩票中奖号码研究和预测均是骗人的把戏，只是骗彩民钱的招数。但是，北师大成立彩票研究院，并非是这种彩票研究，不是像江湖术士那样预测彩票中奖号码的走向，找寻根本不存在的彩票中奖号码的规律，而是专业性的彩票事业发展的研究，只是研究彩票事业，而不研究彩票的中奖号码，公众不应误读。
# l! H6 V7 l. v 事实上近些年来，随着我国彩票事业的快速发展，高素质的彩票经营、管理人才需求出现了严重短缺，彩票的销售、售后等服务工作也已经满足不了彩民的需要，均与彩票事业未来发展存在一定的差距。从促进彩票事业健康发展和培养彩票销售、服务、管理人才角度说，都有必要进行专业性的彩票事业发展研究。换言之，北师大成立彩票研究院并非是不务正业，没事找事。
" `: H! f# ~- I$ C' { 再者，众所周知，一些彩民在赌徒心理作用之下，把购买彩票当成发家致富的唯一途径，把本来作为娱乐性的购买彩票当成了职业性的工作，买彩票由娱乐活动沦为实质性的Dubo活动。结果导致一些彩民荒废了事业，破坏了家庭，甚至走上违法乱纪的道路，带来一系列社会问题，危害了社会的稳定。面对彩票事业带来的这些新问题，针对越来越庞大的问题彩民群体，显然都需要进行专业的学术研究，寻求对策。从这个角度说，北师大成立彩票研究院，开展专业性的彩票研究，实际上只是顺应时代发展的需要，是为社会服务的一项举措，是彩票事业发展的新形势下的必然产物，也是为国家和社会减轻负担的一种做法，体现的是大学的担当和责任。
8 T- I2 ]1 a$ t8 M& @& b 总之，对于著名学府的北师大成立彩票研究院，笔者认为，社会多从学术视角正确认识研究彩票的意义和作用，而不是以Dubo、赚钱的心态和角度解读大学成立彩票研究院的目的，别把有意义的事情解读成骗人的把戏和骗钱的招数。 |
