1906年6月13日台湾总督府发布《台湾彩票ニ关スル件》（明治39年律令第7号），“台湾总督府为慈善、卫生、保庙宇等事业发行彩票”，依此规定，得置官行彩票外严禁其他彩票之买卖，并任命宫尾舜治为第一任彩票局长，同年9月23日台湾发行第一次彩票，计4万张，单张面额5钱，头奖5万圆。台湾彩票发行后引发购买热潮，甚至转卖至日本内地，最后因为赌风盛行，1907年发行第五次彩票后便停止发行
