其中，被告人周燕峰为“永利高”赌/博网站“大股东”，管理被告人陈焕义等下线；陈焕义为“永利高”赌/博网站“股东”，管理被告人黄林江、赵壮炎等下线；被告人黄林江、赵壮炎为“永利高”赌/博网站“总代理”，管理“代理”层级的下线。

4 J$ ]5 }4 a# ]0 E6 d- ]" ? 据介绍，在“永利高”赌/博网络中，无论是股东、总代理还是代理，都选择熟悉的朋友或玩家参与投注。一般由股东给总代理提供银行账号，总代理再给代理提供银行账号。会员投注时可以先赊账，待比赛结束后再将钱款打到代理的账号里或现金方式直接交到代理人手中。随后，代理人再将所收的投注款转存至总代理账号中，总代理、股东再逐级将钱款转存上线手中。

在逐级转存过程中，各级都会留取相关费用，俗称“水钱”。一位被抓获的总代理曾交代，“我向上家要的返水是投注金额的8%。，我给下家的返水一般都是投注金额的4%。左右，从中获得差价。我从开始做总代理到现在能赚八九十万元，平均每月能赚3万元左右”。
