( @3 [2 b; \' I x7 ~国安会前秘书长邱义仁，在美国拉斯维加斯威尼斯人酒店娱乐城内，兑现机密外交的旅行支票。专家表示，透过娱乐城换筹码再换回现金，是常见的洗钱方式，另一种方式是开一场假赌局，在牌桌上输钱，达成移转金钱目的。

) |2 a" F$ U; t9 q* @$ U. U金管会银行局长张明道解释，无论透过换筹码，或在牌桌上输钱，所产生的资金流动一旦进到金融机构，都会留下纪录，且娱乐城与银行有合作，只要是司法桉件，都能从银行查起，除非当事人不存入金融机构，只摆在家裡。但因旅行支票确实可在娱乐城直接换筹码，不法份子确会到娱乐城洗钱。
T: x2 W' L/ l3 I, g2 U# I8 l调查局官员表示，洗钱手法在于製造资金的「断点」，无论把钱拿去娱乐城兑成筹码再换回现金，或透过地下汇兑汇往第三国再汇回，甚至商界签技术移转假合约汇出资金，再透过人头回布局者口袋，用意是形成资金断点，但只要把配合形成断点的人或证据挖出来，还是能还原真相。( v, N6 n; ]8 I" Q
这次邱义仁兑现旅行支票的地点大有来头，经营威尼斯人酒店行程的凤凰旅行社董事长特助绍鼎清说：「威尼斯人是赌城最顶级酒店之一，最大特色是彷义大利威尼斯的运河等造景，客人可坐在凤尾船上，听着义大利小调，抬头一看是维妙维肖的人造天幕。与去年开幕的澳门威尼斯人酒店同属金沙集团。」
