如果再次出现负增长，美国将很难找到新的重大增长点，经济衰退可能“如期而至”。 中国最大的优势是制造业，只是也很难像2009年那样，推出一系列的经济复兴计划。 从全球经济来看，各经济体短时期内都很难找到新的增长点。
俄罗斯或成此次危机中的“最大赢家”
7月26日，国际货币基金组织（IMF）公布了最新一期《世界经济展望》。
欧美国家经济增速明显放缓，但其中有一个国家的情况要比之前的预测情况好的多，那就是俄罗斯。
IMF4月份时给出的俄罗斯经济增长预期分别是萎缩8.5%和2.3%，但这次修正后，预期俄今年和明年将分别萎缩6%和3.5%。
虽然乌克兰战争严重损害了俄罗斯经济，但战争引发的石油和天然气价格上涨，推高了俄罗斯的出口收入。此外，俄罗斯央行通过迅速提高利率，还巧妙应对了西方国家实施经济制裁的影响。
俄罗斯或成此次危机中的“最大赢家”。
美国是如何走到现在的？
2020年3月中旬，为应对全球疫情危机，美联储降息，美联储资产负债大规模扩张，两年后已达到9万亿美元，相当于2007年7月美国次贷危机爆发前的10倍。 美国政府大规模扩大债务，加大社会救助力度，至2022年2月1日债务已突破30万亿美元，与2020年初相比，增加了约7万亿美元。 2021年3月开始，美国CPI出现加快上涨态势，从2月同比上涨1.7%，提高到10月的6.2%且继续保持上升压力。 2021年11月，美联储宣布开始收缩购债规模，并发出可能加息的提示。 2022年2月，美国CPI同比增长7.9%，超出人们的预期。 2022年3月中旬，美联储宣布加息0.25个百分点，并停止扩大债务。3月CPI同比上升8.5%，创下最近40年来最高水平。 2022年4月，CPI有所降低但仍达到8.3%。5月美联储再次加息0.5个百分点，并宣布从6月开始推动缩表（指资产负债表）。
实际执行上，量化宽松扩表容易缩表很难，最后美联储远未缩表到位。
更重要的是，美国严重的通货膨胀，并不完全是政府救助、央行扩表推动的需求扩张、经济增长引发的，还存在着供给端受阻的影响。
事已至此，如果结果真的如IMF预测的一般，美国政府会气到跳脚吧。
