共和党众议员怀曼(Phil Wyman)是倒楣的一个，狱警工会花了20多万元反对他，致使他在2002年竞选连任失败。怀曼惹恼狱警工会的理由是他支持民营监狱，而工会基于成员无法为民营监狱工作而反对这个构想。

州长办公室则驳斥指控狱警工会企图威逼州长谈判狱警长期合约，狱警自旧合约于2006年终止后即在没有合约的情况下工作，双方的谈判胶着近一年之久，一直没有进展。
