农民买彩24年存2.5万张票 盼旧彩票发挥剩余价值

周汉高是一个普通农民，今年67岁，家住五华华城镇维新村。他从1987年我国福利彩票发行第一期奖券时就开始购彩，24年来从不间断。在周汉高家中，一个大纸箱里塞满了颜色各异的彩票，重达几十斤。彩票的票面样式从早期的有奖奖券到目前的电脑票一应俱全。有人称他是“史上最牛的买彩农民”。
- W, c3 Y! m! H7 K# Z" S/ Q$ o/ R 记者一走进周汉高家里，他就兴高采烈地搬出一个重达几十斤的大纸箱，把彩票一沓一沓地摆在桌面上，记者看到一沓是1988年的，一沓是1989年的……琳琅满目，有天朝社会福利有奖奖券、早期的南粤风采；票面上的图画也是五花八门，有的仅写着一个“福”字，有的是珍稀动物图案、有的则印着广东的风景名胜，简直就是一个天朝福利彩票的小型博物馆。
j+ s$ t a0 @( d9 A 周汉高回忆，1987年9月，他在报纸上看到一条消息：我国民政部门发行的第一批社会福利有奖募捐奖券已在广东上市，每张面值为0.5元，头奖奖金5万元。由于福彩在当时还是个新生事物，刚发行时买的人不多。周汉高看到报道后，花10元购进了二十几张奖券。不久，喜讯传来，他中了二等奖，奖金5000元。
q/ q# _1 ^; N& p1 t% `1 z 想不到第一次买彩就中了，心情十分激动。周汉高说，当时我的月收入才百来元钱，5000元可算一笔大收入了，相当于现在的数十万元。那次中奖后，他还无意中成为了福彩的“售彩员”。原来，领奖时他得知福彩正在让利促销，便只领取了2500元奖金，用剩下的奖金以每张0.44元的“批发价”购买彩票，然后转卖给村里的其他人。由于他中大奖的事情在当地流传开了，很多村民慕名找他买彩票，手中的5000多张的彩票被附近几个村的村民抢购一空，让他中了大奖还小赚了一笔。# p7 e9 Z0 `* E4 ~7 m$ E) V5 ^" P
由于第一次买彩就中了二等奖，周汉高对购彩中大奖充满了信心。从那以后，他坚持每天买彩，每期至少投入10元，瞄准当时的5万元头奖。从1987年到1995年电脑票发行前，福彩的头奖都是5万元。那时候，身边人受他中奖的影响，纷纷买彩，希望能击中大奖。很多从未接触彩票的村民也买彩，邻村的一位詹先生因此还和他结成“彩友”。
- C4 D Z/ M1 o 连续几年下来，周汉高都未再中超过100元的奖项。他认为，一个地方中了一次大奖后，就很难再中第二次。他决定寻找一个较远的地点来购彩。此时，他又在报纸上看到，广州某销售点能提供邮购服务；于是就开始邮购彩票，一直持续到广东省开始发行福彩电脑票。但邮购彩票的效果同样不理想，虽然小奖不断，但始终没能博中5万元大奖。而彩票一天天堆积起来，足足堆满了大半个纸箱，数量超过2.5万张。

其实，周汉高一家并不富裕，对于他这个20多年来的“疯狂举动”，家人表示“他开心就好”。7 ?' j4 K! J2 m: p: {2 h
直到2007年，周汉高无意中看到一则新闻：彩票即使不中奖也能赚钱。民间兴起收藏彩票的热潮，那些没中奖而收藏起来的奖券有可能通过拍卖而重新实现它们的价值。

如果能进入收藏市场，彩票的价值就会被重新发掘。现在，周汉高守着这一沓一沓的彩票，相当于废纸一堆，再多也无用。他希望有识之士能够关注旧彩票，让彩票在收藏中被合理利用，发挥剩余价值 |
