英文《天朝日报》6月12日报道：体彩应该在娱乐性和刺激性等方面进一步发展得像赌球那样，才能根本解决天朝每年过万亿赌资的非法赌球问题，博彩业研究学者表示。$ g; T6 J, u/ y1 k; b. b! r
南非世界杯周五开赛，据公安部统计，过去十年时逢重大国际足球赛事，国内互联网赌球活动都呈现高峰状态，大量赌金流失境外。
6 B* E1 p: D/ I# e: o+ L! ?6 q- n 北京大学天朝公益彩票事业研究所执行所长王薛红周四接受《天朝日报》专访时透露，09年国内某一家非法赌球网站投注额就达到1750亿人民币。- x9 `2 Z- \9 G' C. f
估算下来，每年全国网络非法赌球规模将上万亿，王所长表示。$ o4 ? z& j3 u
而这些非法所得大多流向境外。中广网报道浙江省今年抓捕的网络DB团伙中，60%受境外DB集团的操控。

“但最恐怖的是让人们去参与了非法事务。”

据近日报道，北京、广东、江苏等警方组织专项行动已经打掉多个涉资巨大的非法赌球网站和组织集团。足球“世界杯”期间，浙江省公安厅表示将集中整治、打击“网络赌球”。
/ ~8 K1 R0 [! O5 \ 而王所长认为，警方重拳打击应该是一个“辅助手段”，根源还得靠ZF主管部门加强力度研究如何依法适度开放、发展博彩业。
5 V" ^) d1 w% J “跟吃饭一样，赌是人的一种本性。体彩现在产品不丰富，以奖池为主体，时间太长，娱乐性不够。。。。让非法市场有利可图。”( |/ C; L4 e( ], t. r
“因为非法DB的娱乐性，赔率、刺激性，能够把人吸引住。”
! H/ k4 s! ?( i “而网络DB犯罪成本低，参赌刑法上限只判3年。越来越多的人将学会参与其中。”

“通过进一步规范、发展彩票，同时也像赌球那样具有娱乐性、刺激性才能真正解决。”, C3 ]" e% {/ z o! E( P6 f' P
据介绍，各国都是在赌球发展到了一定程度，才迫不得已合法开放。当前大陆政策也应该是被市场推到了这个状态。
! b6 K# H1 P; n: Y) S “目前国内大量资金已经在非法网站上流动，众多的人在参与这项非法活动，导致人们对犯罪不以为然。最后认为非法是合理的。”
8 H' ?1 f7 |) w" A 进一步开放博彩的话，“消费者有了喜欢的产品可以消费；国家（将其）纳入合法管理渠道，既可以减少非法DB的产生，又可以提高税收和公益收入，还能拉动相关软件、设备、服务等产业，提高就业率。并能够对社会稳定发挥作用重要。比如香港赛马期间，，犯罪率最低，社会最稳定。

“综合来说，开放利大于弊。负面性必然存在，要争取影响要降到最低，正面利益最大化。” |
