前晚，福彩双色球开出头奖55注，其中上海一彩民200元倍投中得一二等奖各50注，获奖金2.59亿，中奖金额仅次于去年10月河南安阳一彩民的3.6亿元。
6 D: H* a, |9 F 幸运儿是谁？每一次巨奖摇出之后，许多彩民都想一睹中奖者的风采，但这一心愿从未得到满足。2009年7月1日起施行的《彩票管理条例》规定，“彩票发行机构、彩票销售机构、彩票代销者以及其他因职务或者业务便利知悉彩票中奖者个人信息的人员，应当对彩票中奖者个人信息予以保密”。: t/ k0 U, C/ @/ m4 ?
应当承认，这一规定对保护当事人的隐私乃至人身安全有积极的作面，但“中奖人信息是否纯属个人隐私”至今仍有不少争议。
& |9 M9 O* }" y6 p/ ~ 为了最大限度地保证彩票在发行、兑奖等环节的“公平、公开、公正”，许多国家都强制性要求公布中奖者信息，并将之作为一个最基本的游戏规则。任何人一旦购买彩票，都被视为接受这一游戏规则。3个月前，美国洛杉矶的一名电视新闻女编辑中了金额高达2.66亿美元的“超级百万乐透彩”，被公开的不仅是她的姓名、年龄、居住地等信息，其和家里人一起的照片也见诸报端电视。一些研究机构还跟踪获奖者人生轨迹，得出“大部分‘幸运儿’的人生并不会因为中奖而变得更好”的结论。当然，这样的“花边”消息，我国的彩民只能从媒体的“国际新闻”中看到。上海彩民狂揽双色球巨奖的新闻被媒体报道之后，某大型门户网站专门就此做了一项调查，统计结果显示，超过60%的投票者支持公开获奖者信息，反对者没有超过两成。
8 W1 l$ N; V7 p# F8 E9 m1 ~/ @4 A9 c 这些年，我国彩票业发展迅速，2009年天朝彩票发行量逾1324亿元，创造了历史最高纪录，彩民总数超过1亿。但与彩票业高速发展如影随形的，是“宝马事件”等五花八门的舞弊造假行为，屡屡发生的“信任危机”让彩票业的发展蒙上阴影。如何增加彩票运作的透明度，提升彩票业的公信力，是ZF主管部门必须正面的课题。我们建议，彩票管理不妨也“与国际接轨”，把公开中奖者信息作为一项基本规则。 |
